Meet our Chief Executive Officer

Mr. David Baum has decades of experience in government acquisition, commercial and federal ​contractor business operations and revenue growth. He holds a Master of Business ​Administration degree from Old Dominion University as well as a Bachelor of Science degree ​in Business Marketing from George Mason University. He also holds Defense Acquisition ​University certifications in both Contracting and Program Management. He currently holds an ​active top secret sensitive compartmented information clearance with a counterintelligence ​polygraph.

Prior to founding Red Ocean, LLC, he was the Head of Business Operations for Kuiper Government Solutions (KGS LLC) an ​Amazon entity. In this role, he managed the entity’s full suite of business operations for the United States Government and ​peaceful Governments globally. This position was responsible for acquisition compliance, full acquisition life cycle ​management (prime and subcontracts supporting Governments as well as commercial contracts supporting internal ​development initiatives), strategic partnerships (teaming arrangements, memorandums of understanding, mutual non-​disclosure statements), financial budgeting and execution of business functions, proposal management and operations, and ​business system strategic planning and deployment.


Preceding Amazon, he served at the National Reconnaissance Office (NRO) in ascending acquisition leadership positions ​throughout many of the directorates over a 15-year span. His positions at the NRO included: Group Director, NRO Office of ​Contracts; Deputy Director of the NRO Acquisition Center of Excellence; Group Deputy Director, NRO Office of Contracts; Team ​Chief, NRO Office of Contracts.


Before entering the Intelligence Community, he served at the Defense Information Systems Agency (DISA) for almost half a ​decade, last serving as the Acting Chief of the Special Projects Contracting Branch. In this role and while serving as a warranted ​Contracting Officer, he was responsible for cradle-to-grave management of a multiple Billion-dollar portfolio; supported by ​multiple Contract specialists and Contracting Officers.


Prior to entering Government service, he held Executive Recruiter and Marketing Manager positions in the commercial market ​space. These positions focused on revenue generation and capture as well as product launches.
